I was 15 when I started taking animation seriously and 16 when I started at uni for my diploma in animation so I’d definitely say now is a good time for you to get started! I’d recommend downloading a trial of ToonBoom - keep in mind there are 3 different versions so if you run out of one trial you can start on another versions trial and so on. Hope you don't mind me asking, but how do you keep markings looking like they should be on a character? when i draw stripes or spots on the body, i usually draw it again and again each frame (which was a bad idea) and it ended up shrinking or wobbling/shaking  while the character moved. do you have a certain way to avoid this from happening and keeping markings moving and on model? Hope this is understandable, English isn't a strong language for me

Keeping constancy in animation is really hard to do, but if you practice and take the time to think about where something should go you will improve! Things like markings, stripes, or any kind of intricate designs are the bane of any animator’s existence. It helps focusing on one marking at a time as you go through the frames.
